EXECUTIVE SUMMARY
Based on polling, research, and conversations with Democrats across the state, this race currently involves four primary candidates: Kendall Scudder, Lillie Schechter, Delia Parker Mims, and Patsy Woods Martin. They are the only candidates who received more than 5% of the vote.
Scudder has won the majority support from TXPC members. As such, the TXPC endorses Scudder as either an SDEC Member’s first (preferred) or second choice (depending on the local politics of their district or organization). From reviewing responses from TXPC members, county chairs, and others, the TXPC believes he is the best candidate for the job.

The TXPC recognizes that the other three candidates in the Top Four—Schechter, Parker Mims, and Woods Martin—each have their strengths (see our write-ups based on their endorsement applications) and areas of support. The TXPC respects each of their tireless efforts to build and strengthen our Party.
Regardless of the outcome on March 29th, the TXPC looks forward to working with each of these leaders to (re)turn Texas Blue. It is the TXPC’s hope that each of these leaders remains involved with the Texas Democratic Party and/or other associated groups. (re)Turning Texas Blue will be a team effort, and the TXPC hopes each will remain involved.
Lastly, the TXPC thanks the other candidates who did not break 5%. The TXPC hopes they will continue to strive toward bettering their communities and helping Texas Democrats get out the vote in 2026 and beyond.

ABOUT RANKED CHOICE VOTING
TXPC supports efforts to end Old South runoff voting. Runoff voting was initiated in the South and has a legacy in the old Jim Crow laws. Runoff voting often allows heaps of money and voter suppression tactics to be used by denying out and out Democratic wins.
It is not uncommon for runoff voting to suppress the vote so entirely that as little as 1-2% of voters turn out to vote in runoff elections. A similar experience can occur when convention voting is delayed, resulting in a quorum being lost due to voting delegates leaving to catch flights, buses, and/or manage travel plans.
RCV supporters believe voters should be allowed to vote once and have their votes counted each time for every round, regardless of whether they can vote a second, third, or fourth time. RCV is not only practical but also saves time and money for voters, organizations, and municipalities.
TXPC aims to ensure our membership voting procedures are transparent, fair, and, most importantly, democratic.

BY COUNTY
TXPC firmly believes in building up and investing in county-level leadership and a county-by-county infrastructure. The TXPC contacted county leadership across Texas directly. Submissions are tabulated for each candidate. Our goal is to ensure that each county in Texas is able and willing to participate.
TXPC county information is being submitted to help candidates and organizers build a stronger Texas Democratic Party. Please note that not every survey taker provided a complete address, meaning they may not have been appropriately counted for this “By County” section, and some smaller counties had only 1-3 responses, which will make the results appear to be extreme.
This information is not meant to represent the views of any County Executive Committee, County Chair, or Precinct Chair.

WHAT THE PEOPLE WANT FROM THE NEXT CHAIR
The TXPC surveyed progressives across Texas on what they want to see in the next State Chair. Below are their unedited answers:
(Green) New Deal Democrat. We need hard headed social liberalism mixed with economic populism. You can have both and we should strive to have both |
1. An understanding of gerrymandering and willingness change the system. Texas districts cannot be won because the decks are stacked. 2. The willingness and commitment to pass a constitutional amendment to place redistricting in the hands of an Independent Nonpartisan Citizens Redistricting Committee. 3. The guts to confront democratic officials who are not supporting the agenda and are not dedicating their time and effort to elect other candidates instead of just sitting on their treasure chests. |
A firm dedication to expanding democracy. Expressly endorses Ranked Choice voting. Needs a strong fundraising ability because TDP is broke. Needs to address the mass precinct chair vacancy. Needs the ability to coordinate all of the different county efforts that have drifted apart from one another. Needs to be progressive and looking to implement change from the boring static of the last 10 years. People want to see shake up and change. Needs a solid solution to the quorum problem at conventions from the past 4 years. We also need to be able to get a realistic plan for mid term deep canvasing. |
A person who is willing to step up and not just follow what was done before as that did not work, good personality and reach across to others who do not agree with them |
A public servant leader. Great organizer. Great communicator. Ideally, as progressive as possible. |
Able to fundraise |
An active, hardworking, boots on the ground, charismatic, uplifting, holds staff accountable, supports all of Texas (rural & urban), progressive, willing to continue learning, & appreciative person. (Aka, Kendall Scudder) |
Charismatic personality, good communication skills, lead with accountability and respect, ability to build relationships. |
Demonstrated Success in Grassroots Organizing and Fundraising with a Vision Forward |
Ethical, strategic, servant leader with strong UNITY, team building skills with balanced results driven policies. |
Excellent motivator; excellent fundraiser; will *listen* and visit RURAL counties and not pay attention/funnel resources only to cities; excellent leadership skills; no "pie in the sky" pronouncements/positions along the lines of "Texas is the biggest battleground state;" effectively lead a successful messaging effort |
Excellent persuasive Communication ability - our party needs to be loud and out there all the time communicating with Texans. A Media and Communications strategy, excellent persuasive Communication ability, proven leadership skills, Fundraising Expertise, a 254 County strategy, a Precinct Chair Strategy, expertise with diverse communities, a commitment to grassroots organizing. |
Financial Accountability, will bring money to TDP, will push for all races to be uncontested, will value volunteers, doesn't throw elections |
I want to see someone who will represent working class families, create inroads with communities of interest, will advocate for top ballot candidates to help keep our party operational by donating their leftover funds to GOTV and county party growth efforts (not registering voters but getting info to them), will move our campaign strategies to this century (digital/texting/videos/podcasts), and a good fundraiser. It would also be good to have a VC chair that can solely focus on communities like mine in getting out the Hispanic vote. |
I would like our next TDP Chair reach out to rural voters, help the county chairs organize their counties, help local candidates with their election (Mentor, advisor, etc.) and encourage/support the candidates that lose to re-run, or at the very least set up a network. where we can support eachother like Blue Horizon had. |
I’m looking for an organizer, someone who has been actively on the ground and doing direct voter contact. I’m also looking for a candidate who is willing to work with and be respectful to our current staff at TDP. |
One who will focus on helping candidates navigate running for office. |
People who are nominate for the position of Precinct Chair WORK. And when it's election time, the part need to STOP paying outsider to redo the work the Precinct Chair already did in their Precinct for free. Why not give the Precinct Chair that money ? The clubs need to STOP using the literature as a bargaining chip over the Precinct Chair's head, in order for the to go block walking with them so that they can get some of it to use in their Precinct. The leaders of the Congressional Districts need to communicate with their Precinct chairs, out People giving most of us information that everyone should be getting. |
Political skills, financial transparency support, rural Texas county support, true progressive (not “pro-life”), already active in Texas Democratic Party. |
Positivity, centrist, desire to serve all Texans, coalition builder |
progressive chair
Progressive like Bernie Sanders |
Progressive; willing to redefine the operations of the TDP to provide more support to local parties and precinct chairs; collaborative and inclusive |
Progressive. Someone who will focus on results instead of just trying |
Someone who can be firm and deliver a firm, direct and positive message- a leader who can show passion, courage, strength and be sympathetic all at the same time. |
Someone who prioritizes year round organizing of our base voters is one of my highest priorities. Campaign or fundraising experience required. |
Someone who won't subvert the convention by delaying the session until quorum cannot be met. |
Someone willing to do the real work. Not a figure head but a “real Bernie” someone who will promote precinct chairs and has a plan to activate nonvoters |
Someone with a history of electoral victories in competitive races. Someone with proven fundraising acumen. Someone who isn't using this as a free bully pulpit for their own gain. |
The next Texas Democratic Party Chair should possess strong leadership skills, a deep understanding of Texas politics, and a strategic vision for expanding the party's appeal, particularly in local and state races. They should also prioritize inclusivity, effective communication, and adept fundraising to strengthen the party's position across the state. |
We need a coherent strategy that is implemented state wide. Committed to winning. Communicate honestly about what our prospects are and a 10 year game plan to achieve success. Sick of losing! |
We need a reborn LBJ. We need to be willing to fight dirty when needed and push our policies aggressively. No more hiding behind "civility" and ceding ground as we have done in the media ecosystem. We need a fighter and someone willing to do the work.
No more timidity, damn it. |
We need a WORKHORSE (travel across the state) and someone who also understands organizational structures and will be hands-on at the TDP office. |
We need comprehensive support for rural counties, a plan to work and build capacity between cycles instead of letting staff go and rehiring in election years, better media & messaging campaigns, outreach to younger voters to get them involved and into office. |
We need someone who is tied to a rural background but still holds progressive economic and social views. If we lean into these voters and highlight the dangers of corporate agenda, maybe we could move forward. |
Working class party that finds middle ground around economic issues like workers rights and healthcare reform. |
