No RCV Ban for Presidential Primaries

In June, the Rules and Bylaws Committee of the Democratic National Committee (DNC) added language to the 2028 delegate selection rules that effectively bans state parties from using Ranked Choice Voting in their own presidential nominating processes. Twelve state parties have used ranked choice voting somewhere in that process over the last two cycles, and not one of them was invited to present before the vote. 

This isn’t about whether you love RCV. It’s about whether the national party should strip states of a tool that’s working for them  -a tool that more than doubled primary turnout in Wyoming and nearly quadrupled it in Kansas- at the same time that banning RCV sits on the Heritage Foundation’s priority list and inside Project 2025. Democrats should not be doing Republicans’ work for them.

There’s one chance to fix it: a vote of the full DNC membership in Austin this August. The fix is simple: strike the ban language and return the rules to what they’ve always been, with every state deciding for itself. No one would be required to use ranked choice voting; states would simply keep the right to choose.

  1. Contact any DNC members you know and ask them to support removing the ban. Use this link to contact them in two easy steps
  2. Join the National Call on Tuesday, July 28 at 8:30 PM ET / 7:30 PM CT, where state party leaders who’ve actually run these elections share what’s at stake.

    Ranked and approval voting systems are promising ways to make elections more representative, campaigns more substantive, and elected officials more accountable to ALL the people. They’re good for democracy.


    They’re also potentially good for the party. It’s well known that candidates run to the extreme of their party to win primaries, then have to pivot to the center to win a general election; ranked voting enables more broadly-acceptable and electable candidates to win primaries without needing to pivot.


    If the purpose of a primary is to elicit information from likely voters about candidates’ appeal, the more information they give the better. A ranked ballot gives the party far more useful information than a single-choice ballot.


    I don’t see any good argument for the DNC to forbid states to use them for party primaries.

    It is extremely likely that there may be multiple Democratic Presidential candidates in 2028 that are closely competative with strong potential. Rank choice voting would enable voters to register their voting preferences better so that the one best able to draw broad support is put forward by each state. So, I do not want to see the Democratic Party prevent the state parties from doing so. Not a small “d” democratic move to ban rank choice voting!
