No RCV Ban for Presidential Primaries

In June, the Rules and Bylaws Committee of the Democratic National Committee (DNC) added language to the 2028 delegate selection rules that effectively bans state parties from using Ranked Choice Voting in their own presidential nominating processes. Twelve state parties have used ranked choice voting somewhere in that process over the last two cycles, and not one of them was invited to present before the vote. 

This isn’t about whether you love RCV. It’s about whether the national party should strip states of a tool that’s working for them  -a tool that more than doubled primary turnout in Wyoming and nearly quadrupled it in Kansas- at the same time that banning RCV sits on the Heritage Foundation’s priority list and inside Project 2025. Democrats should not be doing Republicans’ work for them.

There’s one chance to fix it: a vote of the full DNC membership in Austin this August. The fix is simple: strike the ban language and return the rules to what they’ve always been, with every state deciding for itself. No one would be required to use ranked choice voting; states would simply keep the right to choose.

  1. Contact any DNC members you know and ask them to support removing the ban. Use this link to contact them in two easy steps
  2. Join the National Call on Tuesday, July 28 at 8:30 PM ET / 7:30 PM CT, where state party leaders who’ve actually run these elections share what’s at stake.

We, the undersigned, urge all of our respective DNC representatives to OPPOSE Rule 14 of the Delegate Selection Plan. 

Whether or not our DNC representatives personally support RCV, this is about whether the national party should strip states of a tool that’s working for them.

    We need Ranked Choice Voting (RCV) to ensure the MAJORITY of voters elect their representatives at all levels. There are statewide Democratic Party resolutions to more broadly adopt RCV.


    It does not make sense that national DNC would not only ignore these supported resolutions, but even enact rules DIRECTLY AGAINSY their own party delegates’ resolutions.

    Ranked Choice Voting has been enacted by popular vote in numerous municipalities and states across the geographic and political landscape of this country. Banning RCV from the primary nomination process is not only a massive intrusion on state party control over their own elections, it ignores the will of voters.

    The only reason to do this is to keep vulnerable incumbents in office. It’s actively anti-progressive and anti-democratic.

    I feel strongly about the positive impact of ranked choice voting (RCV). Giving voters this level of choice gives voters more influence over the values that prevail in any race.


    Ranked choice voting weeds out extremists by allowing us to vote for our values and priorities, without needing to focus on voting against the most awful candidate.


    As things stand now, voters have to gamble – drawing on unreliable polling data to determine who the top two contenders are in any race and then deciding which of the two is least objectionable. This painful and frustrating exercise often leaves the most trusting and promising candidates out of the running.


    Ranked choice voting makes it possible for voters to “vote their conscience” and to feel safe supporting the best candidates. RCV centers the values and priorities of a candidate – rather than their fundraising power or position of power within the party. This kind of choice is good for our communities as well as for our collective faith in political institutions – including NHDP.
