No RCV Ban for Presidential Primaries

In June, the Rules and Bylaws Committee of the Democratic National Committee (DNC) added language to the 2028 delegate selection rules that effectively bans state parties from using Ranked Choice Voting in their own presidential nominating processes. Twelve state parties have used ranked choice voting somewhere in that process over the last two cycles, and not one of them was invited to present before the vote. 

This isn’t about whether you love RCV. It’s about whether the national party should strip states of a tool that’s working for them  -a tool that more than doubled primary turnout in Wyoming and nearly quadrupled it in Kansas- at the same time that banning RCV sits on the Heritage Foundation’s priority list and inside Project 2025. Democrats should not be doing Republicans’ work for them.

There’s one chance to fix it: a vote of the full DNC membership in Austin this August. The fix is simple: strike the ban language and return the rules to what they’ve always been, with every state deciding for itself. No one would be required to use ranked choice voting; states would simply keep the right to choose.

Here’s how you can help

  1. Contact any DNC members you know and ask them to support removing the ban. Use this link to contact them in two easy steps
  2. Join the National Call on Tuesday, July 28 at 8:30 PM ET / 7:30 PM CT, where state party leaders who’ve actually run these elections share what’s at stake.

    Ranked choice voting is one thing that can be implemented now that could actually result in more people’s voices being heard. It should be encouraged and not discouraged.

    The only way to counteract the rigor mortis of political polarization is voting system reform. Let’s move toward a multi-party democracy, not away from it. I know ranked choice voting might be “bad” for the Democratic Party (and the Republican Party), but this is the future of the country we’re talking about.

    Ranked choice voting will help break the commitment to Trump. If it’s a binary choice you get extremes running the show at both ends. If you want to maintain your hold on primaries, then expect to get MAGA half the time, and it will be your fault

    Please. You are the Party for Voting Rights – please stand up for all of us – Ranked Choice Voting is one way to make access more equitable and engage more voters at the ballot box. Don’t take this away from us before we have even had a chance!

    There is no downside to RCV and a lot of upside. The idea that voters will be confused and will somehow vote for someone they didn’t mean to is ridiculous, paternalistic, and not supported by the data. On the other hand, the current system disenfranchises voters who support less popular candidates, some of whom will not vote in the general election, which is a boon to Republicans.

    As voting rights continue to be stripped back across the country, the DNC should stand up for what it claims to believe in and keep power in the hands of voters. Let states use RCV if they want to, instead of helping the Heritage Foundation achieve Project 2025.

    I am a member of the South Dakota State Central Committee and was a delegate at the SD state convention, where I brought and passed a resolution in support of ranked-choice voting. A ban on RCV is out of touch with what a growing portion of the base wants.
